 State Created Public Access Counselor To Assist Taxpayers

March 14, 2007 - The Indiana General Assembly created the office of Public Access Counselor in 1999 to serve as a resource on the state's laws governing access to meetings of public bodies and to the records of state and local public agencies.

Appointed by Gov. Joe Kernan in July 2004, Karen Davis is the state's current PAC and is the third person to serve in this position. In her official capacity, Davis provides advice, assistance, training and education on the Indiana Open Door Law, the state's Access to Public Records Act, and any other state statutes or rules governing access to public meetings and public records.

If there is no litigation pending, Davis will provide written advisory opinions in response to formal complaints alleging violations of the ODL and APRA. She will also, if requested, respond informally by phone, e-mail or letter to questions and complaints about public access to meetings and the records of public agencies.

Another important part of Davis' job is providing education and training to those who have an interest in learning more about Indiana's public access laws. To learn more about training opportunities, Davis can be reached at (800) 228-6013, or by e-mail at pac@icpr.IN.gov.
